Cai Ting-lan built the home next to his old residence the year after passing the civil service exam when he returned to pay respect to his ancestors. The traditional Penghu-style dwelling occupies an area of about 170 square meters, with rooms on all sides and an atrium in the middle. The stone plaque at the center of the lintel of the front entrance is inscribed with three Chinese characters, "Jin Shi Di," commemorating Cai’s success in the imperial exam. The architectural elements of the swallowtail roof ridges on the wings, denoting the home as a government official's residence, are rarely seen in Penghu.
The neighboring old house is the birthplace of Cai Ting-lan. An inscription above the lintel indicates that the Cai family relocated from Qionglin at Kinmen Island. Inside the main hall, another plaque, jointly presented by local magistrates, commends Cai’s contribution to disaster relief in Penghu.
